11 Brock Avenue: New Affordable Homes Coming Fall 2026

PARC is partnering with the City of Toronto and the Government of Canada to bring new affordable, supportive homes to Parkdale at 11 Brock Avenue. 

The City purchased this property from the Province of Ontario in 2019 to create new affordable housing. The project envisions a four-storey building providing 42 rent-geared-to-income homes with supports to maintain residents’ health, wellbeing, and housing stability. Each apartment will have a private kitchen and bathroom. The building will also include shared amenities such as a laundry area, a commercial kitchen, and dedicated programming spaces for residents. Rents will not exceed 30 per cent of a resident’s income to ensure affordability. 

This project is part of Phase Three of the Government of Canada’s Rapid Housing Initiative, which provides national grant funding to support the creation of new affordable housing, the conversion of existing buildings, and rehabilitation projects. 

In 2024, PARC was selected by the City of Toronto as the community housing partner to lease and operate the development. PARC will manage the building, provide on-site supports, and help residents access the programs and services they need to thrive. 

A major milestone was marked in December 2024 with the official groundbreaking, joined by Mayor Olivia Chow, City Councillor Gord Perks, and award-winning architects SVN, signaling the start of construction using the City’s Public Developer Delivery model. The building will offer a combination of private apartments and shared spaces that support independence while fostering community. 

This development continues PARC’s work to provide safe, stable, and supportive homes for people experiencing or at risk of homelessness and to respond to the growing housing crisis in Parkdale.

The City of Toronto will keep the community informed as the project progresses by sending updates through print notifications, email, the project website, and on-site signage.     Hours of Work

    Contractors and their trades will be mindful of the adjacent neighbourhood during construction and will work within the City’s construction bylaws:  

    • Monday to Friday 7:00 a.m. to 7:00 p.m. 
    • Saturdays 9:00 a.m. to 7:00 p.m. 
    • No construction on Sundays or statutory holidays 

    Proposed Redevelopment of 1499 & 1501 Queen Street West 

    PARC is proposing a two-phase redevelopment of our Queen Street West properties to expand supportive housing and create more inclusive community space. This proposal is still in development. We expect to submit our zoning application in January 2026, followed by a public consultation in Spring 2026. 

    Why We’re Redeveloping 

    The project will allow PARC to create 140 deeply affordable supportive housing units, significantly expand our community space, and offer additional room for our partners to deliver services. We have already received pre-development support from United Way to help plan the expansion of community centred space. A key priority throughout the redevelopment is ensuring that all current tenants remain safely and stably housed during every stage of construction. 

    Proposed Phase 1:

    1499 Queen Street West

    Phase 1 focuses on the redevelopment of 1499 Queen Street West, while retaining key elements of the heritage streetscape. 

    The proposal includes: 

    • Preserving the heritage north façade of 1499 Queen while removing the remainder of the existing structure.
    • Demolishing 91 Beaty Avenue (PARC owned) to create a new access drive and loading area.
    • Upgrading the centre portion of the public laneway to meet City requirements for safe truck turning.
    • Constructing a new 10-storey building, with lower floors aligned to the preserved heritage façade.
    • Designing exit stairs and circulation to support future interconnection with 1501 Queen for Phase 2.

    When complete, 1499 Queen will include: 

    7 floors of new residential units (70 units total) 
    3 floors of community space and administrative offices 
    A fully modernized, accessible building that remains rooted in the heritage character of Queen Street West. 

    Proposed Phase 2:

    1501 Queen Street West

    Phase 2 proposes the redevelopment of 1501 Queen Street West, designed to complement Phase 1 and create a connected campus.

    The proposal includes: 

    • Retaining the heritage north and west façades of 1501 Queen and removing the remaining structure.
    • Constructing a new 7-storey building, with lower floors aligned to the preserved façades.
    • Designing interconnected corridors that link 1501 Queen with the new building at 1499 Queen.

    What Comes Next

    This redevelopment is a proposal and is still subject to review and approval.
